Sanctuary State ‘Best Place’ For Sham Weddings—Inside Massachusetts’ $40,000 Marriage-Fraud Mill

According to Just The News, six individuals were charged in Boston on Wednesday with operating what authorities describe as a decade-long sham-marriage enterprise that catered to illegal immigrants willing to pay between $38,000 and $40,000 per wedding to secure legal status. At the center of the alleged scheme is 43-year-old Jennifer Gonzalez of Fall River, Massachusetts, who prosecutors say orchestrated the operation by collecting large sums from illegal immigrants and arranging fraudulent marriages to U.S. citizens so the “customers” could obtain immigration benefits.

Federal court filings identify four American citizens – Erica Daniels, 29; Chreise Alejandro, 39; Jessica Tavares, 31; and Jaylin Hill, 26 – as paid participants who allegedly entered into one or more sham marriages with Gonzalez’s clients. Another U.S. citizen, 31-year-old Amara Pugh, is accused of serving as the “secretary” for the operation, handling administrative tasks for the illicit business, according to federal officials, and none of the defendants has yet entered a plea.

Neighbors of Gonzalez expressed disbelief when the charges became public, telling local media they had not suspected anything unusual despite frequent comings and goings at the residence. "You wonder why so many people come and go, I never thought it would be that," one neighbor told WJAR, reflecting the quiet, under-the-radar nature of the alleged criminal enterprise.

Prosecutors say Gonzalez’s own immigration status remains unclear, but they argue she has deep connections to the Dominican Republic and ample means to flee, leading them to label her a significant flight risk in court documents. The alleged scheme, which authorities say generated hundreds of thousands of dollars annually for Gonzalez and her accomplices, operated in the shadows of a state whose political leadership has long embraced sanctuary policies that critics argue invite precisely this kind of abuse.

While allegedly running this lucrative fraud, Gonzalez also applied for and received roughly $124,000 in Supplemental Nutrition Assistance Program benefits, according to the federal government, raising further questions about oversight of welfare programs and the ease with which bad actors can tap taxpayer-funded assistance. The combination of immigration fraud and public-benefit abuse is likely to fuel renewed calls from conservatives for stricter vetting, tighter eligibility rules, and more aggressive prosecution of those who game the system.

Court documents describe extensive video and audio recordings in which Gonzalez purportedly explains to clients how the sham marriages work and why Massachusetts is particularly advantageous for such schemes. In one recording, she allegedly boasted, “…I believe that you can, okay, because this state is a sanctuary, like Trump doesn't like this state because the government from here, the state defends us very much,” according to prosecutors, a statement that directly links her confidence in evading consequences to the state’s political posture.

In another recorded conversation, Gonzalez is quoted as telling a client, “Massachusetts is the best place for you to be. That is a fact,” a remark that will likely intensify scrutiny of sanctuary jurisdictions that advertise themselves as protective havens for illegal immigrants, even as criminal networks exploit those protections. Prosecutors allege Gonzalez arranged roughly 20 sham marriages per year for a decade, suggesting a highly organized, assembly-line operation that treated U.S. citizenship and legal status as commodities for sale.

The six defendants now face a battery of serious federal charges, including conspiracy to harbor illegal immigrants, harboring illegal immigrants, conspiracy to commit marriage fraud, and marriage fraud. If convicted on all counts and sentenced at the statutory maximum, each could receive up to 30 years in prison, followed by years of supervised release, and fines that could reach $1 million, signaling that at least in this case, the Justice Department is prepared to seek substantial penalties.

The Massachusetts case is only the latest in a series of federal prosecutions targeting marriage-fraud rings that have flourished amid a complex and often poorly enforced immigration system. In August, federal prosecutors in New York charged 11 individuals with running a sprawling network that allegedly arranged more than 1,000 fake marriages over a decade, some involving active-duty soldiers, illustrating how such schemes can penetrate even the U.S. military community.

Court records from that New York case describe a familiar playbook: brokers match illegal immigrants with paid U.S. citizens, stage wedding ceremonies, coach the couples on how to answer questions during immigration interviews, prepare fraudulent documentation, and then help file that paperwork with federal authorities. These brokers can charge tens of thousands of dollars per case and, historically, many have received relatively light sentences, a pattern critics say has failed to deter repeat offenders or dismantle the underlying networks.

In the New York prosecution, the Department of Justice alleged that some illegal immigrants paid as much as $100,000 for a single sham marriage, primarily involving Chinese nationals. “This Department of Justice is rooting out fraud everywhere — including in our immigration system,” Attorney General Todd Blanche said when the charges were filed, adding, “The individuals who were arrested today allegedly orchestrated elaborate schemes to illegally obtain citizenship for foreign nationals through sham marriages. Schemes like this are a deliberate affront to the United States and our laws and will not be tolerated under the Trump Administration.”

Like the Massachusetts operation, the New York ring allegedly provided staged wedding photographs, detailed coaching for immigration interviews, and assistance in filing fraudulent applications, underscoring how standardized and professionalized this criminal niche has become. The repetition of the same tactics across multiple states suggests that marriage fraud is not a series of isolated incidents but a systemic vulnerability in the immigration process.

Earlier this year in Jacksonville, Florida, another 11 individuals were indicted on federal charges for pairing Chinese nationals with U.S. Navy sailors in sham marriages designed to secure immigration benefits, Fox 13 News reported. In that case, a Navy reservist allegedly attempted to bribe a personnel office employee to issue unauthorized Department of Defense identification cards, prompting a sting operation in February 2025 that led to the arrest of the reservist and several other Navy personnel.

On the West Coast, a California sham-marriage ring dismantled in 2022 highlighted the relatively lenient sentences that have often followed such prosecutions. The ringleader, Marcialito Benitez, who along with 10 others was charged with conspiracy to commit marriage fraud and immigration document fraud, ultimately received just 22 months in prison, despite the group allegedly charging $20,000 to $30,000 per fake wedding, according to the Department of Justice.

In March 2024, four conspirators in that California case, including Benitez, were sentenced: Benitez received 22 months in jail, Juanita Pacson was given two years of supervised release, Engilbert Ulan was sentenced to 14 months in prison, and Nino Valmeo received three years of supervised release. All four had pleaded guilty, Immigration and Customs Enforcement reported, outcomes that many on the right view as insufficient to deter future fraud given the lucrative nature of the crimes.

Prosecutors said Benitez and his associates went even further by helping some clients seek green cards under the Violence Against Women Act (VAWA), falsely claiming spousal abuse to obtain lawful permanent resident status without the knowledge of the purported spouse. That law, which allows noncitizens alleging domestic abuse to self-petition for status, was sponsored by then-Senator Joe Biden of Delaware and signed into law on September 13, 1994, by President Bill Clinton, and conservatives have long warned that its provisions are ripe for exploitation by fraudsters.

The pattern of abuse is not confined to anonymous networks; it has reached into the political class as well, raising serious concerns about double standards and selective enforcement. The U.S. government is currently investigating Rep. Ilhan Omar, D-Minn., for what appears to be her own marriage fraud scheme, as she allegedly married her brother while still filing joint taxes with her first husband in order to get her brother a green card, a case that, if proven, would underscore how deeply entrenched and brazen this problem has become within a system that too often rewards deception over lawful compliance.
